on the provisions provided for the emergency situation caused by coronavirus

As the Rector and Chancellor of Kaposvár University based on 13. § paragraph (2) and on 13/A. § of the CCIV. law of 2011. on National Higher Education (furthermore NHEL), paying attention to the provisions of the Organizational and Operational Regulations of Kaposvár University, based on 3. § of the Student Requirement System with regard to the students of Kaposvár University (hereinafter: University) and based on the authorisation of 4. § of the Employment Requirement System of the University based on the right to employ and instruction authority over the state employees and other employment, we order the following with regard to the situation caused by coronavirus:

 

Preambulum

The rector and chancellor of Kaposvár University in order to prevent human lives and human health and the spread of COVID-19 virus – hereinafter: coronavirus – order all the gentlemen commoners of Kaposvár University possibly not to travel to places stricken by coronavirus, or not to get in touch with people who have been to places stricken by coronavirus for two weeks from homecoming.  Those who still travel abroad due to urgent engagement are obliged to proceed according to the present directive.

 

The scope of the directive

1. §

(1) The personal scope of the directive applies to the state employees of the University, other employees of public education institutions maintained by the University, other employees (hereinafter together: state employees) and students.
(2) A country is considered to be infected by Coronavirus where a person infected by coronavirus has validly been registered.

 

Notification requirement

2. §

(1) The student or state employee who stays abroad on the day of the acceptance of the directive is obliged to write a written report about it on the e-mail address bejelentes [AT] ke [DOT] hu, as long as it was not done before leaving the country.
(2) From the day of the acceptance of the directive all students and state employees are obliged to report in writing if they travel abroad on official mission or on holiday abroad in advance.
(3) From the date of the acceptance of the directive all students and state employees are obliged to report, as far as they know it, if they become aware that they got into touch with those people who have been to places infected by Coronavirus based on the report updated during the holiday and issued by the National Public Health Centre while travelling: http://www.nnk.gov.hu/).

 

Emergency provisions connected to planned trips to foreign countries

3. §

(1) A trip may not be ordered and a delegation may not be ordered or permitted from the day of the acceptance of the directive to a country where epidemiological provisions are in effect (hereinafter: endangered territory) based on the actual report of the National Public Health Centre at the time of travelling (https://www.nnk.gov.hu/), or where the working possibilities not endangering health may not be provided due to any circumstances.
(2) The delegations  ordered but not started to the emergency territories must be retracted, prohibited
(3) The state employees may not take part in delegation in cases defined by paragraphs (1)-(2).

 

 

Emergency provisions connected to people returning home from foreign countries

4. §

(1) After the directive has come into effect those state employees who have arrived home from a place infected by coronavirus are sent for paid or unpaid annual leave for two weeks by the employer.
(2) The procedure described by point (1) is valid for those state employees regarded as contact persons, who have had a contact with a person, who has been to a place infected by coronavirus. In case of a contact person the paid or unpaid leave may be dissolved earlier if the person who has been to a place infected by coronavirus is validly aseptic and asymptomatic two weeks after leaving the place.
(3) As long as the state employee travels to a foreign country infected by coronavirus on vacation after the directive has come into effect, then he/she may not enter the workplace for two weeks after his/her arrival, in this case he/she is sent for paid or unpaid annual leave for two weeks by the employer as well.
(4) After the date the directive has come into effect students who have arrived home from a foreign country are exempted from the attendance of lessons for two weeks, they may not enter the educational buildings, public spaces or dormitories. The exemption from the attendance of the lessons is permitted by the vice dean on education of the faculty concerned based on the student’s notification.
(5) The procedure described by point (4) is also valid for students regarded as contact persons, who have had a contact with a person, who has been to a place infected by coronavirus. In case of a contact person the exemption and the limitation on the attendance of the establishment may be dissolved earlier if the person who has been to a place infected by coronavirus is validly aseptic and asymptomatic two weeks after leaving the place.
(6) Those foreign students who come back to ÍHungary and live in the dormitory may not enter the dormitory building after their arrival, they will be accommodated in a separate building for two weeks after their arrival.

 

Information and orientation

5. §

(1) The Management of Kaposvár University establishes an Operative Body, which follows continuously the spread of coronavirus in the world and within this in Europe, and the guidelines of WHO and the National Public Health Centre.
(2) The tasks of the Operative Body:

  1. university-level coordination,
  2. detecting possible points of measures/intervention,
  3. preparation of protocols (eg. measures connected to the educational activity, quarantine, closure of dormitories, handling of students’ affairs etc.),
  4. coordination of the implementation of the management’s decision,
  5. coordinating the implementation of the decisions of external authorities,
  6. decision-making and resolution in certain operative issues,
  7. continuous information of the University public.

(3) The Operative Body consists of five members.

  1. The Chair of the Body is the Chancellor of the University.
  2. Further members:
    1. the Rector of the University,
    2. the Vice Rector for education of the University
    3. the International Director,
    4. the Director of the dormitories,
    5. the Chancellor’s Assistant.

(4) Those state employees and students who are planning trips abroad are obliged to monitor the endangered places continuously and intensely in order to enforce the present directive and to protect the health of the gentlemen commoners.
(5) The foreign teachers and students intending to travel to Hungary must be notified of the content of the present directive prior to their arrival.
(6)  The lack of compliance with the epidemiological provisions may result in criminal proceedings.

 

Other provisions

6. §

(1) The Management of the University adopts a resolution to postpone the events oganized on the territory of the univeristy until 31st March, 2020. The deadline may be extended according to the decision of the Operative Body.
(2) The students at the dormitories are not allowed to receive guests from outside until an indefinite time. It is the Opeative Body which decides on the dissolution of the prohibition.
(3) It is necessary to suspend the accommodation booking service for outer customers for until an indefinite time. It is the Opeative Body which decides on the dissolution of the prohibition.

7. §

(1) The present directive has been published locally in the usual way on the website of Kaposvár University and on the intranet, and it has been sent to all the students and state employees.
(2) The present directive is in effect from the day of its publishing.

2./2020. joint directive of the Rector and the Chancellor on the modification of the order of teaching at Kaposvár University

As the Rector and Chancellor of Kaposvár University based on 13. § paragraph (2) and on 13/A. § of the CCIV. law of 2011. on National Higher Education (hereinafter NHEL), paying attention to the provisions of the Organizational and Operational Regulations of Kaposvár University, based on 3. § of the Student Requirement System with regard to the students of Kaposvár University (hereinafter: University) and based on the authorisation of 4. § of the Employment Requirement System of the University based on the right to employ and instruction authority over the state employees and other employment, with regard to the emergency situation ordered by the Hungarian Government on 11th March, 2020, the order of teaching at Kaposvár University is modified as follows:

  1. The rector declares the days between 12 and 15 March, 2020. to be a school holiday, accordingly the lessons and consultations published in Neptun are cancelled.
  2. The period between 16 and 20 March, 2020. is a spring holiday, the spring holiday planned originally for the period between 9 and 14 April, 2020. will be term-time. Until the end of the duration of the emergency situation the students are requested possibly not to travel abroad, stay at their place of residence as far as possible.
  3. From 23rd March, 2020. until further notice teaching will continue for the students in the form of distance education.
  4. It is the duty of teachers and support units to create the conditions for distance education until 23rd March, 2020.
  5. The Hungarian students are obliged to leave the dormitories at latest by 10 o’clock on 13th March, 2020. A Hungarian student may stay in the dormitory only in an extraordinary situation, based on individual equity application, with the rector’s permission.
  6. From 12th March, 2020. the students may not attend the university, administration and contact between the teachers and the students may happen only electronically, on the phone or by post.
  7. From 16th March, 2020. the professional practices (including the continuous professional, teaching and dual education practice as well) are suspended until further notice.
  8. The spring semester will probably be extended in order to be able to complete the tasks of the semester which require the presence of the students (eg. laboratory practices, exams).
  9. The instructors and other colleagues of the University perform their tasks according to their usual work schedule until further notice, in their case the 1. /2020. joint directive of the Rector and the Chancellor still remains in force.

The present measures have been drawn up based on the action plan sent to the higher education institutions on 11th March, 2020. by the Ministry of Innovation and Technology as the maintainer, their introduction is intended to preserve the health of all gentlemen commoners and the population.

3. /2020. joint directive of the Rector and the Chancellor on the changes of the educational order at Kaposvár University relevant for international students

 

With regard to the State of Emergency declared by the Hungarian Government on 11th March 2020 the educational order at Kaposvár University in case of international students is modified as stated below:

  1. A teaching break for the period of 12th -15th March 2020 has been ordered by the rector, therefore, lessons and consultations published in Neptun are cancelled.
  2. The period of 16th - 20th March will be a spring break, the originally planned break from 9th to 14th April 2020 is declared as a teaching period.
  3. Students are called not to travel abroad and they shall stay at their homes until the state of emergency is not ended.
  4. From 23rd March 2020 until further notice the form of education for students is distance learning.
  5. Placement in dormitory for international students is still provided by the university.
  6. International students currently being outside Hungary are called not to return to the territory of Kaposvár University until the end of the state of emergency.

The present directive is based on the action plan sent by the Ministry of Innovation and Technology on 11th March 2020 to higher education institutions, its introduction helps to protect gentlemen commoners and all habitants.

Rector’s – Chancellor’s Joint Directive No. 4 of 2020 Rector’s – Chancellor’s Joint Directive No. 4 of 2020on the amendment of the education and work schedule of the Kaposvár University and other measures, also, the repeal of Rector’s-Chancellor’s Joint Directive No. 2 of 2020(on the amendment of the education schedule of Kaposvár University, registry no .: RH / 73-2 / 2020.), and Rector-Chancellor Joint Directive No. 3 of 2020(on the amendment of the education schedule of Kaposvár University concerning Foreign Studentsc., Reg. No: RH / 73-3 / 2020)

 

We, Rector and Chancellor of Kaposvár University, pursuant to Section (2) of 13. §, and Section (2) of 13/A. § of Act CCIV of 2011. on National Higher Education (hereinafter referred to as: Nftv.) with regards to those laid down in 3. § of the Students’ Requirements in the Organisational and Operational Regulations concerning the students of Kaposvár University (hereinafter referred to as: University, also based on the authority given by 4. § of the Employment Requirements of Kaposvár University, employer’s and instructional rights exercised over public employees and individuals in other employment relationship with the University, with regards to the emergency ordered by the Government of Hungary on 11 March 2020., furthermore, in accordance with Govt. Decree No. 168/2020. (IV. 30.), hereby amend the education and work schedule of Kaposvár University from 11 May 2020. as follows:

  1. Education shall continue in the form of distance learning in the last week of the semester.
  2. End-of-course and final examinations at the Faculty of Business and Management, Faculty of Education and Rippl-Rónai Faculty of Art shall be held online. At the Faculty of Agricultural and Environmental Sciences, there is an option to hold end-of-course and final examinations with personal attendance, the development of a special description for the regulation of which is already in progress.
  3. The exam period for students not taking the final exam shall be prolonged with two weeks, thus lasting until 3 July 2020.
  4. Attendance of dormitories by students is still prohibited. The two closed dormitories (New Dormitory, Kaffka Margit Dormitory) cannot be opened. Students may continue to attend Csukás Zoltán Dormitory only in exceptional cases, on the basis of an individual fairness assessment, with the permission of the Rector.
  5. Students may revisit the University. This does not apply to students and staff from Budapest or Pest County, they are still not allowed to stay at the University.
  6. In the future, it is possible to organize examinations and consultations with the personal presence of the students, but only in compliance with the epidemiological rules (keeping a distance, less than 10 participants in one airspace, providing disinfection).
  7. The suspension of traineeships (including joint traineeships, teaching and dual training traineeships) shall remain in force and may be continued only in duly justified cases, on the basis of an individual assessment, with the permission of the Rector and the Chancellor.
  8. It is still not recommended for people over the age of 65 to stay at the University.
  9. The lecturers and the staff of the University performing other tasks will continue to perform their duties in the general work schedule; in their case Rector’s – Chancellor’s joint directive No. 1 of 2020 is still in force.
  10. The possibility of working from home remains for those who:
    1. have no other means of taking care of their minor children,
    2. live with an elderly or at-risk (chronic illness) relative in a household, and
    3. for whom it is not possible to maintain a safe distance (1.5 m) due to working conditions.
  11. Staff who make the journey to work by public transport should organize their journey in a staggered start.
  12. Everyone must request work from home from the head of the unit in writing, stating the reasons.

 

Other measures:

  1. Hygiene and other rules related to disease control (keeping a distance of at least 1.5 m, number of people in one airspace, ensuring continuous disinfection) and recommendations (e.g. wearing a face mask) must continue to be strictly adhered to.
  2. It is still not allowed to hold events on Campus.
  3. Outdoor sports facilities of the University may be open, the use of which shall be subject to special regulations.
  4. The Medical Office shall open to serve occupational medical examination needs.
  5. The University Library shall partially open, to the use of which special regulations shall apply.
  6. The prohibition that only university employees may enter the Campus will be lifted. In professionally justified cases, it is possible to accept an external person in the institution who does not come from abroad or from Budapest or Pest county.

Measures remaining in effect:

Rector’s and Chancellor’s joint directive No. 1 of 2020. shall remain in force.

These measures have been drawn up in accordance with the information on the measures taking effect on 4 May 2020., sent to higher education institutions on 3 May 2020 by the Ministry of Innovation and Technology, and are intended to protect the health of all university citizens and the general public.

These instructions have been published in the locally established way, on the website of the University of Kaposvár and on the intranet.

Simultaneously with the entry into force of this directive, the Rector's - Chancellor's Joint Directive No. 2 of 2020., on the amendment of the education schedule of Kaposvár University (Reg. No.: RH/73- 2/2020.) and Rector’s – Chancellor’s Joint Directive No. 3. of 2020., on the amendment of the education schedule of Kaposvár University concerning foreign students (Reg. No.: RH/73-3/2020.) shall be repealed.

This directive shall enter into force on 11 May 2020. and shall be valid until revoked.

5. /2020. joint directive of the Rector and the Chancellor on the repeal of certain provisions of Rector’s-Chancellor’s Joint Directive No. 4 of 2020.

We, Rector and Chancellor of Kaposvár University, pursuant to Section (2) of 13. §, and Section (2) of 13/A. § of Act CCIV of 2011. on National Higher Education (hereinafter referred to as: Nftv.) with regards to those laid down in 3. § of the Students’ Requirements in the Organisational and Operational Regulations concerning the students of Kaposvár University (hereinafter referred to as: University, also based on the authority given by 4. § of the Employment Requirements of Kaposvár University, employer’s and instructional rights exercised over public employees and individuals in other employment relationship with the University hereby provides as follows in connection with Rector’s-Chancellor’s Joint Directive No. 4 of 2020 entering into force on 11 May 2020:

  1. The Rector and the Chancellor repeal the restriction contained in point 5 of the Directive, according to which students and employees from Budapest or Pest County may not be present at the University.
  2. The Rector and the Chancellor shall repeal the restriction contained in Item 6 of the “Other Measures” of the Directive - according to which an external person coming from Budapest or Pest County cannot be accepted in the institution even in professionally justified cases.

The points of the Rector's - Chancellor's Joint Directive No. 4. of 2020 not affected by amendments remain unchanged.

This Directive shall enter into force on 19 May 2020.

Rector’s – Chancellor’s Joint Directive No. 7 of 2020. on the repeal of Rector’s – Chancellors’ Joint Directives No. 1 and 4 of 2020.

We, Rector and Chancellor of Kaposvár University, pursuant to Section (2) of 13. §, and Section (2) of 13/A. § of Act CCIV of 2011. on National Higher Education (hereinafter referred to as: Nftv.) with regards to those laid down in 3. § of the Students’ Requirements in the Organisational and Operational Regulations concerning the students of Kaposvár University (hereinafter referred to as: University, also based on the authority given by 4. § of the Employment Requirements of Kaposvár University, employer’s and instructional rights exercised over public employees and individuals in other employment relationship with the University, provide the following:

The Rector and the Chancellor hereby repeal the Rector’s – Chancellor’s Joint Directive No. 1., which entered into force on 11 March 2020, and the Rector-Chancellor Joint Directive No. 4, which entered into force on 11 May 2020.

This Directive has been published as established locally that is on the homepage of Kaposvár University and the Intranet.

This Directive shall step into force on 4 July 2020.
